The Ministry of Housing and Works has abolished 1,847 posts as part of the federal government’s right-sizing policy.
According to official sources, 945 of these posts have been permanently removed, while 902 have been marked as “dying cadre,” meaning they will not be filled again after becoming vacant.
The ministry has a total of 4,621 approved posts, out of which 1,361 are currently vacant. The goal of this step is to reduce extra staff, cut costs, and make the department more efficient.
Details of the abolished posts include:
-
25 from the main Ministry of Housing office
-
1,598 from the Pakistan Public Works Department (Pak PWD)
-
66 from the State Office
-
50 from the Federal Government Employees Housing Authority
-
51 from the Pakistan Housing Authority Foundation
-
31 from the National Construction Company Limited
-
26 from PEPAC
This move is part of a wider right-sizing plan being carried out by the federal government. Finance Minister Muhammad Aurangzeb recently said that around 150,000 vacant posts have been abolished or declared dying cadre across 43 ministries and nearly 400 departments. The full process is expected to be completed by June 30, 2025.

The Ministry of Railways has already abolished 17,101 posts, with plans to remove another 15,000 soon. The government estimates that these steps will save about Rs36.3 billion every year.
According to officials, non-core services like cleaning, plumbing, and gardening are being outsourced to reduce the number of permanent staff and increase efficiency. The government believes that this right-sizing policy will help make public departments work better and save public money.
