KP cabinet approves narcotics amendment bill, new punishments for drug offenses unveiled

PESHAWAR: The KP cabinet has passed the Khyber Pakhtunkhwa Control of Narcotic Substances Amendment Bill. This bill sets different punishments for buying, selling, trading, and smuggling drugs for the first time.

According to a private TV channel report, the bill was presented by the Minister for Excise and Narcotics Control, Khaliq-uz-Zaman, during the cabinet meeting. The bill divides drugs into different categories and decides punishments based on the type and amount of drugs.

The bill amends Section 9 of the Narcotics Substances Act. For more than one kilogram of drugs, it suggests reducing the punishment from death or life imprisonment. Earlier, under Section 9D of the Act, the punishment for possessing over one kilogram of drugs was death or life imprisonment.

The bill proposes a 14-year prison sentence for 10 to 20 kilograms of recreational drugs. For more than 20 kilograms of recreational drugs, it suggests a maximum of life imprisonment and a fine of 200,000 rupees.

For less than one kilogram of poppy, the bill proposes a maximum of four years in prison and a 20,000-rupee fine. For more than 15 kilograms of poppy, it suggests a maximum of life imprisonment and a 300,000-rupee fine.

For over 10 kilograms of cannabis, the bill proposes a maximum of life imprisonment and a fine of up to 800,000 rupees. For more than five kilograms of hashish oil, it suggests a maximum of life imprisonment and a 400,000-rupee fine.

The bill proposes life imprisonment for eight kilograms of opium. For more than four kilograms of heroin, it suggests life imprisonment, and for over six kilograms of heroin, it proposes life imprisonment or the death penalty.

For more than five kilograms of cocaine, the bill suggests life imprisonment or the death penalty. For over four kilograms of psychotropic substances, it also proposes life imprisonment or the death penalty.

The bill identifies 12 items used in controlled substances. It also suggests the strictest punishments for drugs found in educational institutions.
