RAWALPINDI: The Deputy Commissioner of Rawalpindi has imposed Section 144 across the district, banning swimming, bathing, and public gatherings near Nullah Lai and other water bodies from June 28 to July 27, 2025, in view of the upcoming heavy monsoon rains and potential urban flooding.
The decision follows a District Intelligence Committee (DIC) meeting held on June 28, where serious weather warnings were discussed. Authorities expressed concern over the likelihood of flash floods and sudden water surges, which pose a grave risk to public safety. Reports of drowning incidents from other parts of Punjab further prompted this precautionary measure.
According to the official notification, no person is allowed to swim, bathe, or take part in recreational activities in Nullah Lai, its tributaries, or any other drainage channels and water bodies across the district during this period. Additionally, unauthorized access, movement, or public gatherings near such water sites have also been prohibited.
Deputy Commissioner Dr. Hassan Waqar Cheema said the order is necessary to protect human life and health. The ban is enforceable under Section 144 of the Cr.P.C., amended under the Punjab Amendment Act, 2024.

The restrictions will remain effective till July 27, 2025. The administration has warned that violators may face legal action, and any investigations or penalties related to the ban will remain valid even after the order ends.
To ensure compliance, the order will be widely publicized through newspapers, the official gazette, and notices posted at key public locations including courts, tehsil offices, and police stations.
