Higher Education Commission Directed to Approve Promotion Policy for Teachers

ISLAMABAD: The National Assembly’s special committee (NASC) dedicated to addressing the grievances of government employees, led by MNA Qadir Khan Mandokhail, has taken a significant step to resolve the issue of promotion policies for public sector BPS (Basic Pay Scale) teachers.

In a recent meeting held at the parliament lodges in Islamabad, the committee directed the Higher Education Commission (HEC) to approve the promotion policy for these teachers within a week, as mentioned in a press release.

The NASC meeting was attended by various committee members who actively participated in the discussions. In a notable development, the leadership of All Pakistan Universities BPS Teachers Association (APUBTA), represented by President Dr. Sami ur Rahman, Secretary General Dr. Imtiaz Ahmad, Dr. Asif Jan, Dr. Iqbal Ahmad, Dr. Akhtar Hussain, and Mr. Jawad Khan, were specially invited and also participated in the meeting.

During the meeting, the officials from the Higher Education Commission (HEC), headed by Nasir Shah Khattak, briefed the committee about the demands of APUBTA and the written agreement previously signed between HEC, APUBTA, and FAPUASA leadership. The committee chair expressed deep concern over the absence of a promotion policy for the highly educated and valuable segment of society. Recognizing the legitimacy of APUBTA’s concerns and demands, the committee emphasized the need to address the service structure of approximately 50,000 BPS faculty members, comprising both PhD and Non-PhD educators, working in around 150 public sector universities across Pakistan.

In response to the presented matters and the concerns raised, the committee chair issued a clear directive to the Higher Education Commission (HEC), instructing them to expedite the approval process for the promotion policy aimed at benefiting the aforementioned faculty members. The HEC has been tasked to finalize and approve the policy within one week and subsequently report the progress to the committee.

This decisive step by the NASC is expected to bring relief to the BPS teachers and pave the way for the implementation of a fair and effective promotion policy that acknowledges the contributions of these educators to the nation’s education sector.
