ISLAMABAD: The most senior officer within the Engineering cadre at the Capital Development Authority (CDA) has penned a letter to several prominent bodies, including the Election Commission of Pakistan (ECP), Ministry of Interior, the Establishment Division, and the Chairman of CDA, expressing his concerns regarding the appointment of a junior officer on deputation as the Member Engineering within the authority.
In his letter, Manzoor Hussain Shah emphasized his current status as the most senior and sole officer within the engineering cadre at the BPS-20 level.
He pointed out that a junior officer at the BPS-19 level, who is on deputation, has been appointed as the Member Engineering.
This appointment, he argued, is not in line with CDA Employees Service Rules 4.26, which stipulate that any officer appointed in CDA on deputation should be at an equivalent grade. In this case, the officer appointed as Member Engineering holds the BPS-19 rank and is junior to him.
Manzoor Hussain Shah also highlighted that he was meritoriously promoted to the BPS-20 level within the engineering cadre on June 30, 2022.
However, contrary to his job description and cadre, he was assigned the position of DG Inspection within the executive cadre on September 7 of the same year. He pointed out that this assignment was made without the formal approval of the CDA board. It is worth noting that the Federal Government had repatriated three CDA board members just last week, following directives from the ECP.
At present, there are six officers at the BPS-19 level, 16 officers at the BPS-18 level, and four officers at the BPS-17 level who are serving within CDA on deputation.
Many of these deputationists hold positions that are higher than their original basic pay scales. For instance, the BPS-19 officer of the Secretariat Group, Qaisar Khan Khattak, has been entrusted with the responsibilities of Member Administration, a role intended for officers at the BPS-20 level.
Member Administration Aamir Abbas was also among the three CDA board members repatriated to their respective parent departments last week. Additionally, several BPS-18 officers are occupying BPS-19 Director-level positions.
