ISLAMABAD: The Capital Development Authority (CDA) has increased the property transfer fee within CDA limits from 1% to 3% of the property’s value, as notified by the Federal Board of Revenue (FBR).
According to a notification issued by CDA, this new rate will apply to all properties—whether leased, allotted, or sold by the CDA. The decision was taken in a CDA Board meeting held on July 1, 2025.
Along with the transfer fee, the change of title fee and general power of attorney fee have also been revised. The CDA Board has the authority to make such changes, but the decision is likely to draw criticism from the public and may slow down the already struggling real estate market in the federal capital.
For example, the minimum transfer fee that was earlier Rs35,000 will now increase to Rs105,000 in one step. Transfer fees may vary from one sector to another within CDA’s jurisdiction.
Meanwhile, the federal government, in its latest budget, has reduced the advance tax on property purchases from 3% to 1.5%, providing some relief to buyers.

The CDA notification further mentioned that the change of title fee through a sale deed will remain unchanged at 0.5% of the property’s FBR-assessed value.
However, in the case of family transfers, legal heirs, oral gifts, and general power of attorney, the transfer fee will now be 0.75% instead of the previous 0.25%, which is one-fourth of the new 3% rate.
A CDA official said the authority had not raised the transfer fee for many years. “Even after this increase, our fee is still lower than what private housing societies charge in Islamabad,” the official claimed.
A CDA spokesperson said the fee hike was made in line with the rising market value of properties. “We have adjusted the transfer fee to match the property values notified by the FBR,” he explained.
He also clarified that there is no further increase in fees for family transfers, legal heirs, oral gifts, and power of attorney cases. He admitted there was a typing error in the initial notification, which is being corrected.
