ISLAMABAD: The Directorate of Municipal Administration (DMA) has ended its agreement with AJCL, the company hired to digitize Islamabad’s parking system, due to repeated violations, poor performance, and financial irregularities, according to a Capital Development Authority (CDA) spokesperson.
According to the report, DMA officials said AJCL failed to deliver the promised digital payment system and instead handled transactions in cash without proper records, causing significant revenue losses. The company also ignored security protocols, leading to theft and increasing public complaints.
Despite multiple warnings, the company did not fix these issues. As a result, the DMA canceled the contract and lodged an FIR against AJCL at Kohsar Police Station.
Since taking direct control of parking operations, the DMA reports a sharp rise in revenue, which it attributes to improved transparency and better management.
Although AJCL has challenged the termination in court, CDA officials said they stand by their decision. “DMA will not tolerate negligence or malpractice that breaks public trust,” the spokesperson said. “We are committed to providing accountable and efficient services to the people of Islamabad.”
CDA Seals 30 Illegal Buildings in Housing Society Crackdown
In a separate development, the Capital Development Authority (CDA), with support from the Islamabad administration and Islamabad Police, launched a major operation against illegal constructions in housing societies.

In the first phase of the operation, about 30 shops and commercial units were sealed in Pak PWD Employees Cooperative Housing Society, located in Lohi Bher Zone-V. The action was taken following reports that the society had used parks and playgrounds for commercial purposes, which was not allowed under the approved layout plan.
Acting on the instructions of Interior Minister Syed Mohsin Raza Naqvi and CDA Chairman and Islamabad Chief Commissioner Muhammad Ali Randhawa, the CDA began strict action against illegal buildings and unauthorized housing schemes across Islamabad Capital Territory (ICT).
The operation was conducted under the CDA Ordinance 1960 and the Building Control Regulations 2020, which were amended in 2023. Most of the sealed units did not have approved building plans, were using residential plots for commercial activities, or were occupied without completion certificates. Some units had also not paid the required penalties and fees.
Despite prior warnings, the buildings remained non-compliant. Further legal action will be taken against repeat offenders under CDA bylaws. The CDA has advised all citizens and developers to seek proper approvals before starting any construction in ICT limits.
