HEC directs universities to include Fehm-e-Quran courses in degree programs

ISLAMABAD: The Higher Education Commission (HEC) of Pakistan has announced that all public and private universities must introduce courses on the “Understanding of Holy Quran / Fehm-e-Quran” for Muslim students. These courses will be part of undergraduate and graduate degree programs and will be implemented from Fall 2025 (new intake).

According to an official notification issued by HEC Chairman Prof. Dr. Mukhtar Ahmed, universities will incorporate two courses:

  • Understanding of Holy Quran – I / Fehm-e-Quran – I

  • Understanding of Holy Quran – II / Fehm-e-Quran – II

Each course will carry 0-1 credit hour and will be included in general education requirements. This change will increase credit hours for degree completion.

HEC emphasized that the Holy Quran provides moral and ethical guidance and plays a crucial role in intellectual and spiritual development. The decision was finalized after consultative meetings with Vice Chancellors and the National Curriculum Review Committee on Islamic Studies.

The commission has also instructed universities to make necessary arrangements for timely implementation. Additionally, HEC’s National Academy of Higher Education (NAHE) will provide training programs to faculty members for effective course delivery.

The notification has been forwarded to Vice Chancellors of all universities, provincial higher education departments, and regional HEC offices for compliance.

HEC has assured full support to universities in this process and has urged them to integrate these courses into their curricula before Fall 2025.
