Sindh Government Introduces New Policy for First-Year College Admissions

KARACHI: In coordination with the Sindh College Education Department, the Sindh government has announced a comprehensive policy aimed at simplifying the process of granting admissions to first-year students pursuing the Higher Secondary School Certificate (HSSC), according to sources in the private media.

Policy Issued to Streamline Admissions Process

To alleviate the challenges faced by students seeking admission to their desired colleges after completing matriculation, a meeting was held between officials from the provincial government and the education department. As a result, a policy has been issued, accompanied by specific guidelines for college administrations.

SECCAP-2023-24: Online Applications Open from June 27

Under the newly approved policy, known as the Sindh Electronic Centralised College Admission Programme (SECCAP-2023-24), eligible candidates can submit their applications through the official website seccap.dgcs.gos.pk, starting from June 27. The deadline for online applications is set for July 20, with the possibility of an extension until August 1, if necessary.

Placement Lists and Classes Commencing Soon

The placement lists, containing the names of accepted students in various faculties, will be published by July 25, ensuring sufficient time for students to prepare for the upcoming academic year. Commencement of classes at colleges is scheduled for August 5.

Priority for A+ and A-Grade Students

The policy emphasizes that students who have achieved A+ and A grades will be given priority for admission to their preferred colleges. However, they must submit an undertaking stating their commitment to maintaining a minimum attendance of 75%.

Introduction of College Zone System in Karachi Region

Students with B, C, D, and E grades to Apply Within Respective Zones

Students who have obtained B, C, D, and E grades will be required to apply to colleges within their respective zones. In order to streamline the process, a new college zone system is being introduced in the Karachi region. The regional directors of Mirpurkhas, Hyderabad, Shaheed Benazirabad, Sukkur, and Larkana will oversee the implementation of this system, ensuring that students can enroll in colleges closest to their residence.

Admission Based on Ninth-Grade Results and Domicile PRC

Admissions will be determined based on the results of the ninth grade, and students with Sindh-based addresses on their parents’ ID cards must submit their domicile PRC (Permanent Resident Certificate) along with their examination forms. Similarly, students whose parents’ ID cards indicate addresses from provinces other than Sindh must provide their domicile PRC at the time of admission.

Strict Guidelines for Colleges

To uphold the integrity of the admissions process, all colleges are required to establish admission committees comprised of their teaching staff. These committees must be submitted to the Directorate General (DG) office. It is strictly prohibited for any college to independently issue admission forms, cards, or uniforms.

Formation of SECCAP Committee 2023

The SECCAP Committee 2023, responsible for overseeing the entire admission process, will be chaired by the Director General Colleges Sindh. Regional directors from Karachi, Hyderabad, Mirpurkhas, Shaheed Benazirabad, Sukkur, and Larkana, along with the Director of Inspection at the DG office, have been appointed as members of the committee. The deputy director of the DG Colleges Sindh will serve as a member and secretary of the committee. Additionally, the chairman of the committee has the authority to nominate and appoint members from among the principals and professors of government colleges across the province.

Accountability and IT Support

College principals will be held accountable if any admissions are granted below the merit and cut-off marks specified by the SECCAP. Furthermore, the IT section of the DG office will be responsible for generating and publishing the placement and merit lists based on faculty and gender-wise students.
